I have two quotations that go a good long way toward answering the question.
First, from Robert Anton Wilson - he probably stole it from someone else; that’s what great artists do: “If voting could change the system, it would be illegal. If not voting could change the system, it would be illegal.”
Next, allegedly from Iosip Dzugashvili (aka Joe Steel aka Josef Stalin) - again, probably stolen, and no doubt you can find predecessors without huge effort: “Voters determine nothing, counters of votes determine everything.”
Oh, and one more, one that I saw posted on a bulletin board at our county courthouse the other day (although it was gone the next day - no doubt the bulletin board police noticed it): “When Democracy Becomes Tyranny, I Still Vote - the Gun Owner’s Credo”.
I’d say that the answer is: Maybe; it depends on how you vote and when, and on who counts the votes and how.
